Escambia Woman Charged With Stealing From Seven Disabled Adults

Attorney General Pam Bondi’s Medicaid Fraud Control Unit arrested an Escambia County resident for exploitation of disabled adults. Penny Williams, 43,  allegedly stole more than $12,000 from seven different residents while employed by Capstone Group Homes between April and June 2016.

Williams faces seven counts of exploitation of disabled adults, all third-degree felonies. If convicted, Williams faces up to 35 years in prison and $35,000 in fines. The State Attorney for the First Judicial Circuit, Bill Eddins, will prosecute the case.

The Attorney General’s MFCU investigates allegations of patient abuse, neglect, and exploitation in facilities receiving payments under the Medicaid program. Additionally, the MFCU investigates and prosecutes providers that intentionally defraud the state’s Medicaid program through fraudulent billing practices. Medicaid fraud essentially steals from Florida’s taxpayers. From Jan. 2011 to the present, Attorney General Bondi’s MFCU has obtained more than $500 million in settlements and judgments.

    Wonder if Pam asked her to give the 12K to her re-election campaign fund and when she refused she was charged. Someone needs to charge Pam the scam Bondi!

    They don’t receive cash from Medicaid, they are also not elderly in most cases these are folks that live in group homes because they unable to live on their own. The money comes from SSI. I personally find it very sad that folks can be so poor they are driven to steal. These folks have very hard jobs and get paid very little to do it. Perhaps an increase in minimum wages would help deter some theft.

    Give her the total 35 years. That will make her 78 years when she gets out. Her SS wil be very slim since she hasn’t been putting into the pot. This nightmare should never end for someone who would steal from the elderly.

    Just like in any other government program abuse runs rampant. The disabled adults were probably not even aware they received cash thru Medicaid, so they were easy prey. She will walk away with a slap on the hand, As far as denying her future benefits for herself – our system does not work like that. Nobody gets cut off and has to fetch for themselves.

    well, she sure learned it from somewhere, right?
    Throw her in jail, then make her pay back every “Penny”, plus interest.
    And make sure she can’t ever apply for any kind of benefits again.(Would bet $ she gets her own). That’s a start, and it might teach her something.
