Century Man Charged With Animal Cruelty

A Century man has been arrested on two animal cruelty charges.

Monroe Kemp Moore, Jr., age 51, was charged with two counts of unlawful confinement or abandonment of an animal. He was released from the Escambia County Jail on a $10,000 bond and  with a judge’s order to not possess any animals.

Escambia County Animal Control, Panhandle Equine Rescue and the Escambia County Sheriff’s Office seized three severely malnourished horses from a property in the 2500 block of Highway 168, near Shaw Road,  near Century on May 27, 2015.

“All of the horses were thin, two of them were emaciated. “They didn’t have anything to eat, and they were in really bad shape,” PER President Diane Lowery said at the time the horses were seized. “People need to know that if they are not feeding and taking care of their horses they are going to have to deal with a judge.”

According to court documents in the case, two of the horses had bones that were  projecting and visible due to malnourished. The horses were unable to graze due to a lack of grass in their quarter of an acre enclosure. It appeared that the horses had no water an no one caring for them for some time.

The horses were rehabilitated by Panhandle Equine Rescue.

The only horse rescue in Escambia County, PER was founded by a small group of concerned citizens with a mission to rescue, rehabilitate and provide adoption services for abused, neglected and abandoned equines. PER is authorized by the court system to investigate equine cruelty in Escambia County.

    Shame on both of you for treating animals this way, that is being selfish!
    and to Just Saying, it doesn’t matter who the horses belonged to, if you see that they need taken care of do so. I would have!!!!

    This breaks my heart an I can only imagine what his father would think about this an how he’d feel. Yes he passed few years back an left the horse’s to Jr, but if he couldn’t afford to take of them, he should have sold them or gave them to someone who could. I helped take care of these horses for 5 years when his father was alive an they were very beautiful,healthy animals. They have never been off that property, a very large piece of property I might add, so I don’t know they were confined to a small portion of it. If u look at sally “the white one” at the tail end of the trailer, she looks horrified , I pray they will be taking care of now..so sad about this

    How horrible it must have been for those horses to see all that green grass on the other side of the fence and not be able to get to it. Yes, sometimes, the grass is greener on the other side of the fence. I would be like you haven’t eaten in a week and you are chained to a tree and someone puts a burger down and you can’t reach it. It does not matter who owned the horses, if you can’t feed and care for them, then find someone that can. Mowing your yard and throwing grass clippings over the fence is not enough food to sustain a horse. They need other nutrients as well. When I lived in Idaho, the people I bought the 23 acres from, left their horse behind. I’ve never had a horse, and certainly didn’t know how to take care of one. Did I let it starve???? Noooooo. I went down to the local large animal veterinary and I learned how to take care of a horse.

    Seems like he should have known better. He is an “adult.” To change the subject here,
    I will say what a WONDERFUL, CARING AND LOVING organization PER is. Thank God they exist. Diane Lowery and her crew have been godsends to these horses.     Yes, the county and Rescue organizations will absolutely try to help you with the animals BEFORE they get in this condition.

    There is NO excuse for horses being in this condition.

    I hate to see animals get in this condition and many times there is no excuse. The fact that these horses had belonged to his dad is not a valid excuse for their condition. The fact is, they were not being taken care, and there may have been a valid reason which is why I am not here to judge. What I would like to know is does the Panhandle Equine Rescue offer assistance to individuals before their horses are in this condition? Wouldn’t it be better to rescue a horse before it is in life or death struggle? Would not the cost to rehabilitate be less, and not as stressful on the animals? Not to mention the stress on the owner and cost for legal council. I would much rather read, “Man gives up horses owned by deceased father due to inability to properly care for them”. Then I could write, “man I hate to hear that”.

    So his dad dide it don’t mean to stop feeding the horeses and if he was feeding they would not look like that put him in a call and only feed him bread and water than say oh we give him food @ just saying that’s Bill the pics show the truth

    So, these horses haven’t been taken care of since his father died several years back? Wonder what they looked like before that happened. If he couldn’t afford to feed them he should have sold them. You don’t starve animals to death because they have sentimental value. His father would not be proud .

    TO: JUST SAYING… If his dad died several years ago, those WERE his horses…
    Not to mention… Possession IS 9/10th of the Law!

    To just saying: please look at the pictures. That didn’t happen in a day or a weekend. That is a months to several months condition. If you are right why did he let them get that way? Why didn’t he sell them or give them away if their care was too much for him to handle? Simply put, there are other avenues than just leaving them to starve to death if you are overwhelmed. Yes. Commenters don’t know all the true facts. But, there are certainly some common sense truths out there.

    Thank you Animal Control, Equine Rescue and SO for what you did here. We saved a quarter horse when I was young. Hopefully someone will save these beautiful animals. Chestnut ended up bring a blue ribbon barrel racer. There is hope.

    First off,this isn’t the mans horses. These horses belonged to his father who pasted away several years back. He would do anything for these horses,for example(he would cut the grass in his yard,rake up all the grass clipping and feed it to the horses). Before you start stating (FACT) make sure they are correct. Thank you!

    It has to make this “man” real proud to have his picture in the paper so everyone now knows what a worthless piece he is. I hope he gets some serious jail time.
