Get a judgement and garnish his social security until he pays off the damages.

Some people should not be allowed to drive – especially those who can’t drive well enough to keep their licenses or follow the rules.

Stiffer penalties are needed – like significant jail time if they do it and get caught. Otherwise, why do I need to bother with a license or insurance? (Sarcasm).

You know it’s bad enough that he runs a stop sign, no proof of insurance most likely means no insurance, an expired license. Being cited for the driving infractions is not enough. The law breakers are going to do whatever they want regardless of the law. He will be right back out there doing it again. Impound the vehicle, don’t give him another chance to break the driving laws until he complies with the driving laws.
