Second Alleged Police Impersonator Arrested

October 20, 2015

A second man has been charged with impersonating a law enforcement officer. The Escambia County Sheriff’s Office says when accused police impersonator  Joshua Lynam pulled over an undercover deputy last week, he was being aided by 21-year old Ryan Philip Ramsdell.

Lynam told investigators that he was watching drivers on I-10 and I-110 and would pull them over when he thought they were speeding. He would allegedly tell them they would be pulled over again to receive their citation, or the citation would be delivered in the mail.

Lynam, 24, was charged with impersonating a police officer after he performed a traffic stop on an Escambia County deputy on I-110 at Airport Boulevard earlier this month.  Investigators said the entire incident was caught on video by a camera Lynam had in his truck — he capture his own arrest on video. That video also shows Ramsdell walking up to the undercover deputy’s car, but backing down and removing his vest, stashing it in the truck.

Lynam, 24, is charged with multiple counts of impersonating a police officer after he performed a traffic stop on an Escambia County deputy on I-110 at Airport Boulevard. He is now being held in the Escambia County Jail without bond

Ramsdell is also charged with impersonating a police officer and remains in jail without bond.

Anyone that believes they may have been a victim of Lynam or Ramsdell during a suspicious traffic stop is asked to call the Escambia County Sheriff’s Office at (850) 436-9620.

    Hey trained\in spped detection:
“Although it is somewhat easy to become a volunteer firefighter.”
All volunteer firefighters in the state of Florida have to go through over 206 hours of hard and physically demanding training, just for the privledge of fighting fire. this is only the initial or basic class. That does not include ongoing training in which most departments require about 20 hours a month.
I you think that is somewhat easy, please come volunteer we could use the help

Trained. .I don’t believe I told you how to do your job or even insinuated that I knew how to do your job. I simply asked you where you got your info.

I do agree that there are bad apples in every profession and nobody wants to claim stupid when they go rogue.

As far as the visual I get that but again it has to be confirmed with a radar gun. You as a leo can not just pull someone over without the proper documentation(radar read out). I’ve also seen leo’s sitting on 110 and I10 with a radar gun sitting out their windows as I and hundreds of others cars have passed by them. Surely he didn’t think all of us was speeding.

Again I apologize if you thought I was telling you how to do your job and I also realize unless you are trained to do my job you definitely couldn’t do mine. I don’t believe I’ve ever seen a leo performing a simple task as cpr as I rolled up on a call.

Coseys ex… You are right, the article did not state that they “were” firefighters. Although it is somewhat easy to become a volunteer firefighter. And it’s quite easy to get firefighter, paramedic, and emt insignia. Whereas leo items usually require validated credentials. There are bad apples in EVERY bunch.

But I don’t tell you how to get your job done, so don’t tell me how to do mine.

And yes, once certified as a radar operator you are required to visually estimate the speed and then confirm it with the radar within 3mph. So human radar gun is not out side the realm of possibility. STAT!

I forgot to add that his vehicle should be crushed and sold for scrap with the money being put to use by ACTUAL law enforcement officers

  9. Coseys ex on October 20th, 2015 6:27 pm

Bill..”he would pull them over if he thought they were speeding ”

I don’t profess to know everything but last I heard there was no such thing as a human radar gun. These losers just pulled over random drivers because they’re idiots. “They’d be pulled over again to get their citation? When has that ever happened? What a joke and a big red flag

  10. Coseys ex on October 20th, 2015 6:20 pm

Hey trained..I haven’t heard anywhere in any of the news reports that said they were firefighters. Where’d you come up with that? Just curious. If they were impersonating L.E what makes anybody think they wouldn’t impersonate ems or fire? You can get stickers(on the back window of his truck) like that anywhere. As a paramedic I’ve purchased a few.

Hey Bill… Are these two impersonators trained in speed detection? As a law enforcement officer you are required to attend a 40 hour class on the detection of excess speed. Do you think these firefighters have been trained in this? My guess is no. So you want the deputy to receive a speeding ticket based on what? Exactly…

The help they need is at least a couple of years removed from society, time to reflect on the free will they used to make idiotic decisions. If they were law enforcement wannabees, they have blown that and just as well. Imagine these two carrying guns and abusing the power that would have been entrusted to them…

  13. Bill on October 20th, 2015 8:32 am

I guess the cop shouldn’t have been speeding. Wonder if the cop got a speeding ticket or just a warning.

If I’m not mistaken Lynam worked at the Family Dollar by grocery advantage in Cantonment about 2 or 3 years ago does anybody else recognize him from there?

As Billy D stated above, it this wasn’t so funny it would be sad. Actually, it is hilarious that they pulled over an LEO. That was bound to happened sooner or later. Glad it was sooner. These guys are strange and need some help. Glad they were caught.

  18. Billy D on October 20th, 2015 6:44 am

if this wasn’t do funny it would almost be sad to know that two people were this dumb to pull a stunt like this. The funny part is how poetic justice had them stop a REAL cop and get busted. I bet they’ll both believe in karma now!!
