    >>How come North Escambia beat emergency services to the scene? It was seriously 30 min before anyone but civilians was working the scene.

Perhaps citizens were “working” the scene before anyone called 911. But 911 received the call at 4:11 p.m., the fire dept was enroute at 4:14 and arrived on scene at 4:18. EMS arrived on scene before that, advising fire that there were no injuries (and likely slowing their response).

The photographer that took the photos was almost at West Highway 4 & Hwy 29 when the call was dispatched.
