Barry, May Awarded Certified County Commissioner Status

July 19, 2015

The Florida Association of Counties (FAC) presented Escambia County commissioners Steven Barry and Lumon May with the Certified County Commissioner (CCC) designation, following their completion of a comprehensive study program developed by the association. Barry and May received the designation with 11 other county commissioners  during an awards ceremony held at the FAC Annual Conference in St. Johns County..

CCC certification is not a requirement to serve as a county commissioner in Florida. However, county commissioners may voluntarily enroll in the program and complete a series of courses totaling 45 hours. The coursework is designed to provide information and enhance skills relevant to a commissioner’s duties and responsibilities as an elected official.

“This certification allows our citizen electorate to become experts in county government improving their communities,” said FAC executive director Chris Holley. “The 392 graduates of this program are a testament to the importance of this curriculum to Florida’s public servants and our counties.”

The CCC program coursework covers a variety of topics, such as county government roles and responsibilities, county government structure and authority, financial management, ethics and sunshine law, negotiation skills, economic development and effective communication. Completion of all coursework averages 12 to 18 months.

I agree May should have been arrested as well as the guy in the yellow shirt who kept interfering during the tragic stop. Interesting to hear the Sgt who came to the scene tell the officer not to write him a ticket per car13 which is a Lt. This is a fine example of a politician trying to use the race card for traction. I guess it’s easier to do that then do good for the community and run on your accomplishments.

How much did this “certification” cost the taxpayers?

I just don’t understand one small part of Mr. May’s traffic stop. He stated that he was “profiled.” The Pensacola Police Dept. tested his window tint and said that it was illegal. I am assuming that means the tint was too dark. If so, how was the officer able to see that well into his vehicle? How was she able to “profile” him that easily? I also have a problem with Mr. May’s statement that the tint was from a “factory” vehicle. Most driver and passenger “front” windows are not tinted from the factory. Vehicles might be shipped to any state in this country. All have different laws that regulate the degree of tint on the windows. I just want our elected officials to be honest. Guess that’s too much to ask for these days.

Will this enhance skills relevant to a commissioner’s duties and responsibilities such as raising (gas) taxes to fund wifi on a public transit system and free trolley service for Pensacola Beach?

Congrats to Commissioner Barry for the gentleman that he is all the time & all of his accomplishments.

    REGARDING:
“Does that make them “better” County Commissioner ????”

    It SHOULD.

Assuming they paid attention and actually did the work themselves, it should teach them what they can legally do and not do as commissioners under state and federal law..

David for lawful and considered actions

Luman May doesn’t deserve anything. Somebody needs to tell him that he isn’t above the law. The way he acted on the traffic stop, he needs to learn how to respect the law. He should have gotten a ticket for running the stop signs and not having a drivers license…actually he should have went to jail. He needs to be fired not given a stupid award. Our county commissioners is all a joke. As long as we have county commissioners like him Escambia County will never be a good place to live.

Why is Mr. Do You Know Who I Am still in his position he is a fine example to show how NOT to act at a traffic stop.

Does that make them “better” County Commissioner ????

Watch the traffic stop raw video and then read the last paragraph of this article. Wow! Either the “coursework” or this course was either a complete waste of (his time/our money) or Mr. May knows how to pass a test without learning content. Wow.

Some people believe they are above the law,”do you know who I am”!!! is a frequent flyer in Pensacola, from local t.v anchors to (and especially) county commissioners…….guess nothing we can do about it though.

Mr.May still needs to attend some obediance or anger management program and get that chip off his shoulder

  13. catman on July 19th, 2015 9:43 am

I wonder if they taught Mr. May how to treat police officers with the respect he or she deserves?

We all were given an excellent example of his “effective communication” on June 26th. I’m sure the PPD could attest to his skills.

I suppose it includes such things as manners , respect, and ability to follow directions.
    Such as license and registration.

  16. Hank on July 19th, 2015 8:08 am

Now Lumon May should sign up for anger management.

  17. Jim on July 19th, 2015 8:05 am

After his despicable behavior, Lumon May should be fired and disqualified from any elected office in this county.

  18. Gavin on July 19th, 2015 7:38 am

Course must not of included a block on What not to do if Police stop you !

  19. Bob C. on July 19th, 2015 7:33 am

    Congratulations to each of you.
Thank you for your devotion to, and concerns for our county and community of all citizens.
    Best Wishes to you.

YOU HAVE TO BE KIDDING ME!!! Luman May and respect for “AUTHORITY” is a complete antithesis!!! Luman May is a disgrace to this county. He’s the best example I can think of for “How to disrespect authority”.
    THIS IS A JOKE!!!

  21. bewildered on July 19th, 2015 6:40 am

Too funny! If you watched the video of commissioner May’s traffic stop you will agree that this program fails to teach them the basics of interacting with the public and especially law enforcement. .

  22. Jane on July 19th, 2015 5:00 am

Good for them! Maybe they can help bring a much needed change to Escambia County!

I do t understand how mr. May keeps his job after watching that traffic stop that he was involved in. Mr. May acted like your common everyday street thug criminal and we the people of escambia county stood by and done very little to make it right, knowing that if we were the one who acted the way he did we would have been arrested and taken straight to jail. Mr may you let your true color come out that morning and what’s in you will always come out of you
