Clerk Returns $619K To County

Santa Rosa County Clerk of Court and Comptroller Donald C. Spencer has returned $619,339.80 to the Santa Rosa County Board of County Commissioners.
The excess fees from the clerk’s office for the 2012-13 fiscal year are savings from budgeted funds. The excess fees from funds provided for the clerk’s office by the county amounted to $114,966.47. The amount of excess fees were $504,373.33.

The county probably ran an audit. I get ridiculous notices like that from past hospital vists over things I have already resolved, yet, some person somewhere finds a dime or two and then decides that the arrangements I made previously, sometimes years earlier, are not valid and I need to pay. When I get those types of letters, I call the hospital back and let them know if I EVER get another letter about a bill that has been previously settled, I’ll report them to the BBB and the Florida ethics department. That usually does the trick. I keep copies of all that stuff so that I can prove what I paid and what was agreed upon.
We just got a threatening notice from Donald Spencer that if we didn’t pay him $9.00 the driver’s license would be suspended. A traffic ticket that was paid 7 years ago was supposedly $2.00 short. They waited 7 years to say the payment was $2.00 short and then added a $7.00 late fee.

Where did they get all the extra money??
Tha taxpayers – so why did they give it to the county commission?
