Century Man Charged With Indecent Exposure

A Century man was charged with indecent exposure after a disturbance Sunday afternoon in Bluff Springs.

The Escambia County Sheriff’s Office responded to Century Boulevard and Bluff Springs Road about 5:30 p.m. to a reported disturbance. Along way, another motorist flagged down a deputy and reported that someone in a white SUV was attempting to run another vehicle off the road near that intersection.

When deputies arrived, two females reported that a white male in a Ford Explorer ran them off the road, stopped and shouted obscenities at them. Both victims then said the suspect brandished a pocket knife and threatened to cut them.  Then  he allegedly exposed himself to the women.

A deputy was able to locate the suspect, Shawn Barrow, a short time later at the intersection of Tedder Road and Century Boulevard. Barrow, according to an arrest report, told the deputy he had a verbal confrontation with the victims and that he pulled out his pocket knife because they threatened to beat him up. He denied exposing himself.

Barrow was released from the Escambia County Jail on a $500 bond. He was also issued a traffic citation for an open container in his vehicle.

    REGARDING:

    Anything more than five feet eleven inches high is over my head.

    But you are ABSOLUTELY RIGHT in that the open container law does not specifically require drinking while driving to be violated. It forbids driving while able to be drinking under the assumption the open container is open for the purpose of drinking. It’s shameful how distrustful the legislators are.

    They even assume you were or intended to drive down the road if you are simply there per “It is unlawful and punishable as provided in this section for any person to possess an open container of an alcoholic beverage or consume an alcoholic beverage while seated in or on a motor vehicle that is parked or stopped within a road as defined in this section. Notwithstanding the prohibition contained in this section, passengers in vehicles designed, maintained, and used primarily for the transportation of persons for compensation and in motor homes are exempt.”

    I failed to address that extremely important nuance as well even though it also includes the consumption as prohibited.

    Ah, but an empty container isn’t considered an open container per “which is immediately capable of being consumed from”. If you can’t drink from a dry well, you also can’t drink from an empty can.

    Mr Green, please read the first sentence(not the quoted remark) but you first sentence of your first post.

    “It means it is against the law to drive down the road while drinking alcoholic beverages.”

    I believe that you stated “drive down the road while drinking alcoholic beverages.”

    I was merely commenting on your remark that about driving down the road.

    Do you get it now or is it still over your head?

    @ Mr. Green, (3) An open container shall be considered to be in the possession of the operator of a vehicle if the container is not in the possession of a passenger and is not located in a locked glove compartment, locked trunk, or other locked nonpassenger area of the vehicle.
    There’s enough people with open containers in the bed of their trucks to lock up half of Escambia County according to the law. My bad, some trucks have tail gate locks. A locked tail gate will keep them good ole boys out.

    If I ever take up drinking or hauling drunks, I’ll keep it in mind. In the mean time I wonder how many actually think the gentleman was perfectly sober when he was doing all that?

    You are right!
    An open container means if the seal is broke regardless if you are consuming it or not.
    If it is in your possession you will be charged.

    David you do not have to be drinking the alcohol to be charged with an open container. You can have a bottle that has been in your vehicle for 6 months and as long as the seal is broken you can be charged.

    It means it is against the law to drive down the road while drinking alcoholic beverages. ( violated per “He was also issued a traffic citation for an open container in his vehicle.”) Please do not do so.

    @Jen, I retract what I said. You being a 3rd neutral party changes the whole scenario. I’m big enough to admit when I’m wrong.

    So yeah I agree with another commenter, bond set to low!

    I feel for all involved for having to deal with this guy and fearing for their safety.

    Fact, two hysterical vindictive women can concoct a story to get him thrown in jail, like indecent exposure. Where’s the evidence? Can they describe what the saw in detail? He admitted to pulling a knife, most people would just deny everything. I would pull a knife too if I had two people threatening me and i feared for my safety. The story sounds a little too one sided to have any weight.

    I happened to be the motorist that flagged down the deputy along the way, I was pulling out from Bluff Springs road after visiting a friend, I saw a white van parked in the median with the Emergency Flashers on and several people outside the van upset…I pulled into the median to see if someone was hurt and needed assistance, one of the ladies told me what was going on that a man in white SUV kept trying to run them off the road and would not leave them alone even after they pulled over he kept coming back…I witnessed this for myself b/c as I tried to pull off after determining they already called the Law he pulled up again and was holding a knife out the window at the ladies. He then pulled along side of me and pulled out the same knife and said I will cut you…I had my child in the car at the time so I just sped up and got away from him, and was about to call 911 again but saw the deputy and flagged him down. I did not see the man (barrow) expose himself while I was there and he did not do that to me, but I did hear the threat and see the knife….Seemed as though the guy was either very drunk or very high on something. Now if there is more to the story with him and the other two women then I don’t know about it, but he had no reason to threaten me at all, I was just making sure the ladies were ok..So before everyone gets started on here with the back and forth banter of he is a nice guy vs he should be locked up, just thought I would say what I saw with my own eyes and heard with my own ears. I do know that if you look this guy up on Escambia County Clerk of court he has a criminal record a mile long mostly involving domestic violence or Assault…since that’s the case I would tend to lean toward the fact that this guy obviously has some issues that he needs to deal with..
