Disabled Woman Found Abused, Handcuffed And Chained To Signs

Three people have been charged with the alleged abuse of a mentally disabled woman. She was found handcuffed and bleeding in an Escambia County backyard Saturday with heavy chains holding a signboard that read “I am a liar and a theif” (sic) around her neck.

Deputies responded to the 2800 block of Christine Street after receiving calls about a child screaming in the backyard.

Once on scene the deputies heard what they thought was a child crying and entered the back yard, where he observed a young female handcuffed behind her back, bleeding from the mouth, and wearing a “sandwich” style billboard sign. The victim then cried out to the deputy, “Please help me”.

The sign was made of two pieces of wet plywood, approximately 3-foot squared, being held around her neck with two heavy metal chains. Deputies asked the girl to kneel down and were able to remove the signs, which  were estimated to weigh about 40 pounds. Due to the weight of the signs the chain had slightly embedded into the victim’s neck, according to the Escambia County Sheriff’s Office.

One of the signs read “I am a liar and a theif” (sic) and the other read “I well not” (sic), according to deputies.

Upon speaking to the victim deputies observed ligature marks on her neck, which she told them came from a rope that had been tied around her neck. Also on scene deputies saw a path worn in the ground around an above ground pool which the victim been walking.

While speaking with the victim a four-inch gash was located on the back of  her head in the hairline. When asked about that injury, the victim told deputies the suspects had struck her in the head with a bucket two days ago. Deputies found that the suspects had used superglue to attempt to close the wound. The next day the wound was still open so the suspect sewed it closed with a needle and thread. The victim was transported to a local hospital and will be in the custody of the Department of Child and Families.

A married couple — Rondal Floyd Hale, age 59, DeeAnn Marie Hale, age 58 — and a visiting friend — Clinton Michael Carr, age 53 — were charged with aggravated abuse of a disabled adult, a first degree felony. Deputies said additional charges may be filed. Rondal Hale and Carr were being held in the Escambia County Jail with bond set at $100,000  each on Sunday, while DeeAnn Hale was being held on $50,000 bond.

The victim was described by deputies as a mentally handicapped 21-year old female.

    Sick, just pure sick! How could you do that to this poor girl who obviously already had a messed up life and her daughter at that? There is no telling how many years this poor child has went through this torture. I sure wouldn’t want to be them on Judgment day! That’s for darn sure!

    I hope she is in a safe place now and will be able to stay there for the endurance. I love my kids (grown) more than anything, and couldn’t even imagine a “mother” treating her child this way. How did the family “friend” get involved in this situation? Some friends….some family

    WHY WHY WHY did it take “SEVERAL” attempts for the proper authorities to investigate this??? If you discipline your child or any statement is made regarding a child being abused DCP Investigates immediately and it is up to the parent to prove their innocence. Where was DCF in this case? Oh wait let me guess??? Harassing THE WRONG PARTY MAYBE????

    I cannot believe that I am reading this.. We have children being murdered, babies dumped like trash, rampant sexual abuse of minors, and now this.. All of this is happening now on a regular basis in our relatively small community.. I am afraid to even think about what I will read about next..

    I actually live a few of doors down from the Hales’s and Carr’s. I applaud the neighbors across the street from these offenders….if it was not for their diligence that poor girl would still be in the home. They contacted the police on several occasions with no prevail. They began making videos of the incidents that could be seen, and finally the police made the arrests. I am so thankful that people still can care enough to insist that action be taken against such horrible people. I hope that all three of the offenders get the maximum penalty for their continued abuse against that poor girl.

    What possesses a human being to do this to another human being. I pray this girl can recover physically and mentally. I believe people who do these kinds of things do it only to those who can’t fend for themselves (mentally challenged, elderly and children). Come on over to the grown up side and try this crap. I for one would love to cross paths with you so I can show you three how a grown up handles this. There is a special place in hell for people like you.

    I think proper punishment would be to make them signs, like the one they made her wear, that says “WE PUNISH THE HANDICAPPED”. Instead of 40 pounds make them about 100 pounds each and make them walk the streets in front of the courthouse. Then put them in prison for a while. This is absolutely horrific. Shame on these no hearted SOBs.

    This is such a horrible thing to happen to this young woman…she will carry scars that are visible but the worse ones no one will see…they will be on the inside…for the rest of her life….everyday we try to see the good in people and then you see and hear a story like this…what I see in these people is pure evil…they offer nothing that is good and they live a life filled with …how can I hurt someone today?
    I knew a person that was this way…she would seek you out and try her best to hurt you any way she could…her everyday was this way until she died….there is a common thread that runs deep in these people…they have no conscience…I wonder if it was still “an eye for an eye”… how would they like that….

    I was going to ask Shiloh the same thing. Some people will put law enforcement and teachers down for anything they can. Deputies were the ones who saved her! Should be praising and thanking them! Think before u speak. Might be your family one day who is depending on these same deputies to save them!

    WOW! Prayer go out for the young girl! I hope she will be ok! As far as the ADULTS you should be very ashamed and pray for GOD’s forgiveness because you deserve nothing less the the full penalty under law IF you are guilty of this atrocity . This is Horrible and disgusting. But ultimately GOD is your Judge and he will pass swift judgement upon you!

    @Shiloh: So you believe that LE ran roughshod over the Hales and Carr when they arrested them? You sir are delusional, they were doing what they are paid to do, respond to someone’s cries for help. The people responsible for this horribly egregious act are in custody thanks to our LE personnel.

    The treatment of that poor girl is horrible beyond measure and I hope her “caretakers” are dealt with swiftly. Some previous comments have been made about the “end times”. Keep in mind that horrible acts of human injustice have happened since the dawn of man. Gauntlets, stoning, poisoning, slavery, impaling, beheadings, countless wars involving rape and torture, etc. Yes, the state of the world is, as it always has been, a mess. That’s the nature of man. Now we have technology and various forms of media outlets which allow us to witness these atrocities firsthand. The world is no different now than when Adam and Eve made their grave mistake. Please do not attempt to brand this as an “end times” example. You will not know the hour.

    Have you noticed for many years now the unspeakable acts commited by people of this nation to one another.l Setting fire to an old man on a park bench, abusing the mentally handicapped, and especially the abuse and torture of our own children. Just as Israel removed God from their national and public life and forbade His name to be mentioned in the public square, so has America. When the Ten Commandments are removed from our courtrooms , the mention of God or prayer forbidden almost everywhere, what did you think would naturally follow these actions? Lawlessness and chaos. The evening news on any channel now is nothing more than the daily crime report. Evidence of a godless society, on a highway to hell, a highway with no speed limits or stop signs. These three people are living proofof what I said.

    This makes me sick to my stomach. I can’t even begin to imagine doing this to someone……much less to your own child. I hope they all get the help they need and I pray this girl will be able to move beyond this emotionally.

    This is severly inhumain the way they treated this women was beyond abuse I agree with others that it should be attempted murder charge and that carr shouldn’t have gotten bond..it really makes me sick to think we as humans are capapble of such terror

    Sounds like these 3 were more mentally disabled than the young lady they abused. I bet she knew their treatment of her was wrong but it appears they didn’t. They all have such “duh” looks on their faces.

    How did they have custody of the young lady in the first place? The state of affairs in this country and the world are so corrupt – everyone only for themselves and the “now”. It truly is the end times.

    OMG ! You are right, this has to be the worst thing I have heard as well, what a horrible thing to do to someone, what cruel and unusual treatment, this poor, poor, young girl, It is by the grace of God this young woman survived this and I hope the judge makes these 3 and I mean all 3 pay for what they have done. This has made me sicker than anything in a long time, how could anyone do such a thing. What is wrong with people, these people should have done to them what they did to her.
