Parole Denied For Nokomis Men In 1993 Murder Of Woman And Girl, 12

May 4, 2011

Parole was denied Tuesday for two Nokomis men behind bars for the 1993 murder of a woman and 12-year old girl.

Shannon Dean Barlow, 33, and Franklin Lee Barlow, Jr., 37, are both serving life sentences in the  with the possibility of parole for the murders of Kathy Victor Hall Barlow and Angel Marie Hall. Shannon Barlow was sentenced to three consecutive life  terms, and Franklin Barlow was sentenced to two life sentences. With the denial Tuesday from the Alabama Board of Pardon and Parole, the brothers will not be eligible for parole again until 2016.

“”We are so relieved! The outcome is great and we have actually learned a little more about our justice system and how it is works. It truly has been a good day. The parole board members and staff made us feel confident and we know more about what to expect when the next hearing comes in five years,” said Marsha Maher, Kathy Barlow’s niece.

On October 10, 1993, the Barlow brothers went out with Albert Ganoe “Rocky” Beasley, consuming alcohol and smoking marijuana. They then went to the home of Kathy Barlow in Perdido, Ala., shooting her in the head with a .410-gauge shotgun when she opened the door. According to testimony, he then went to the room of Angel Hall, 12, raped her and shot her in the face. Their bodies were found in Florida the the following day, buried in Bluff Springs.

“We want to send out a very special thanks to all of those who sent emails and signed petitions. This tragedy has touched so many lives other than our family’s. Kathy and Angel are sadly missed,” said Kathy Barlow’s sister Janie Criswell.

In addition to written petitions in area businesses, the family turned to Facebook to ask friends and neighbors to oppose the parole. After a NorthEscambia.com article was published last Saturday, readers flooded the Alabama Pardon and Parole Board with emails, creating email problems for the state agency.

“”Thanks to all of you who helped us,” said Jesse Hall, Kathy Barlow’s son and brother of Angel Hall.

I hate that something so horrible could happen in the world. All I was going to say is that I ended up going to prison myself. I had not physically hurt anyone but I was at limestone where the barlows are. I knew both. Franky was in the hobby shop with me. Shannon was in cell 5 I was in 3. I’m just now reading this for the first time. I knew it was bad (the crime) just didn’t know how bad. Wanted to let the family know that although I don’t get great vibes from Franklin barlow, Shannon Barlow seems to have turned out a pretty decent human being. Now I will let God decide what happens to him as with his parole and his everlasting home, but I wanted the family to know that if Shannon ever makes parole I truly feel that you have no safety concerns. I hope this makes you rest easy if he gets out and I’m sorry for your loss. He seemed remorseful too, not for just getting caught but for what happened.

I was looking through one of my old Perdido Elementary yearbooks and saw Angels class photo. The reason for this late post. I will never forget this horrible day. I went to school with both Angel and Shannon (The Devil). I also lived just a quarter mile down the road in Nokomis and was friends with Angel. I remember getting that gut wrenching news in class and thinking “It can’t be true”, and “I can’t believe Shannon was a part of that”! Passing by that house on the way home that afternoon just made my stomach turn. Still to this day, I can’t listen to the Garth Brooks song If Tomorrow Never Comes. It brings back memories not needed to remember. I like reminiscing on the good memories of Angel and the rest of the class running around at recess and cutting up in the hallways. Angel had a good soul and would have been a great person to leave on this earth instead of those two “Wastes of lives” that are here now. I’m glad they cant see freedom and hopefully it can stay that way. To the family left mourning, you and all who have lost lives due to selfish acts are in my prayers. I will definatly be contacting the parole board in 2016 for denial of parole. People who take lives in ways other than self defense and commit rape should be locked up and forgot about or even better, fried!

I am so relieved to see these monsters will not be getting out to reap more
on this community. I don’t care how old they were, this whole thing was
monstrous and they are monsters. I am so so sorry for this whole family,
what a horrible thing to have to remember and re-live every time these
monsters come up for parole. God bless this whole family.

I just noticed that Shannon Barlow was only 15 when he committed these crimes. I know it doesn’t matter but that is a terrible waste of life. How can someone so young committ such a terrible crime.

I remember when this happened.. I hope and pray that everyone who emailed and otherwise contacted the parole board to deny freedom for these criminals will be around to do it again in 2016.. This was a horrible crime and these animals do not need to be freed ever!! My prayers continue to be with the family of the victims..

Glad parole was denied again. Wrote a letter last time, didn’t realize they were having another hearing. I will keep the next hearing year marked and watch for it so I can keep writing letters. They should never be allowed out. I grew up in Atmore and was in high school when this horrific crime happened. Prison seems too good for them. My heart and prayers still go out to Jesse and the family.

  13. Friend of Angel on May 4th, 2011 9:13 am

I remember Angel. She was in my class prior to her moving to Alabama. I remember back then about 2 days prior to this happening, I was going through some papers and found a class picture with her in it. I did not know where she had moved or anything, but I knew she was no longer at our school. After seeing that picture, I remember wondering what happened to her. Then, within the next 2 days, I saw her picture on the news – that she had been murdered. It tore me to pieces, and even now, seeing her picture on here again, it makes me really sad. I cannot believe anyone would nonchalantly murder a child, or anyone for that matter. I’m glad they are not released. Too bad they cannot get the electric chair. I hope they suffer the rest of their lives for what they did to these two. No one deserves what happened to them. If they aren’t suffering now, they will suffer come God’s Judgment Day.

there are somethings u can never get over….to those people who say “get over it” they haven’t walked in your shoes. you have to deal with your grief the way that is best for u. people who make remarks like this may have things happen one day and then they will know there are somethings u just don’t get over. time helps but there is never a day that u won’t think of your loved one that u lost and the tragic way they lost their lives. May God Bless Your Family

Always remember, God is the great comforter. His strength is sufficient for thee. He does not give us a trial that he is not willing to go through it with us.

II Corinthians 12:9 “And he said unto me, My grace is sufficient for thee; for my strength is made perfect in weakness.”

In five years I will be more than happy to send more emails, saying y they should not be set free!!!! May God continue to bless this family!!!!!!

  20. Janie on May 4th, 2011 6:54 am

In response to those who commented with sympathy…Thank You! It shows that people really care.
Now to the response of “GET OVER IT” and “MOVE ON WITH OUR LIVES”…You really struck a nerve! Evidently, you have never had this happen to your family! I am here to tell you that we will NEVER get over it. We are reminded of this everyday. And we have to re-live this horror every 5 years just to make sure the murderers are kept in prison.
With the help and comfort from God, you can just cope with it. Just be careful what you say because it can happen to your sister or your niece like mine!
Kathy and Angel are sadly missed!
