Family Fights Parole To Keep Murderers Behind Bars

April 30, 2011

Several North Escambia residents are hoping to help stop the parole of two Nokomis men behind bars for the 1993 murder of a woman and 12-year old girl.

Shannon Dean Barlow, 33, and Franklin Lee Barlow, Jr., 37, are both serving life sentences with the possibility of parole for the murders of Kathy Victor Hall Barlow and Angel Marie Hall.

On October 10, 1993, the Barlow brothers went out with Albert Ganoe “Rocky” Beasley, consuming alcohol and smoking marijuana. They then went to the home of Kathy Barlow in Perdido, Ala., shooting her in the head with a .410-gauge shotgun when she opened the door. According to testimony, he then went to the room of Angel Hall, 12, raped her and shot her in the face.

Shannon Barlow was sentenced to three consecutive life  terms, and Franklin Barlow was sentenced to two life sentences. Both are now eligible for parole from the Limestone Correction Facility in Alabama. Beasley remains behind bars, sentenced to life without the possibility of parole.

The Barlows will have a parole hearing  Tuesday.

“Our family does not want them on the streets,” a family member wrote on a Facebook page protesting the paroles. “Our family lost two of our precious family members whom we miss dearly to this day.”

Editor’s note: In an earlier version of this story, the family asked readers to send an email expressing opposition to the parole. The time limit for sending the email has now passed.

I was little when this happened, but i still remember playing with Angel. She and her mom used to walk to my nannys house so that my sister and myself could all jump on trampoline togeather. I remember playing with her the weekend before she was killed. I believe we were recorded playing together that weekend(my nannys one of those people who recorded everthing we did as kids). I do think some people should be forgiven but not them they raped and murdered a 12yr old girl and her mom. I don’t think if they should be realsed now or ever. For the person who said they should share aspot in hell with bin ladden totally agree but i don’t think he was ok with kid rapist, jus everything else evil.

    regarding:
” WE HAVE TO LET GOD DECIDE”

So you believe we should send them to God to decide? Maybe they could room with Osama bin Ladin.

A bit harsh this late, but reasonable given what they did to a little child and what Jesus said of such people. I don’t see where we HAVE to send them to Him since that would be judging the original judge and jury wrong who thought just locking them up for two and three consecutive (sequential) lifetimes sufficient.

Failing that, you could offer to put them up. After all, if you propose releasing them alive, you are offering someone to put them up and to put them within the reach of all little children and women and by this time any man who catches their fancy. Better if they know what they’re getting for those lonely nights.

    David considering sending them
    to the Final Judge

An innocent 12 year old little girl, I just want to scream and tear out my hair.

It’s hard to believe we have to send e-mails to keep this crap in jail where
they belong, there is something wrong with this picture if you ask me.

I copied and pasted yours Penny, and just added something else to mine,
I hope you don’t mind. Thanks.

I hope the family gets some comfort out of knowing how much we ALL CARE.

This is what I sent in:
I am protesting the parole for Shannon Dean Barlow AIS#183626 and Franklin Lee Barlow,Jr. AIS#182999 for the brutal murder of Kathy Hall and Angel Hall. I am a friend of the family and remember when this happen 17 years ago. A crime like this will never be forgotten and these two should never see the streets again for what they did. I hate that my long time childhood friend and her family has to keep reliving this horrible CRIME. Keep them behind bars!!!!

my e-mail is sent and people do need to move on with their lives, but not the MONSTERS that comitted this terrible act! This is not to remember the ones who did this, but the ones it was done to and hope they never have another chance to do it to someone else.

Society does NOT need these twio back on the street

  14. Ashley on May 1st, 2011 9:01 pm

My email has been sent. Our thoughts are with this family as they try to cope with having to deal with these monsters yet again. I don’t understand our system. It has let me down countless times. May the rot in hell!

  15. A TRUE FAMILY MEMBER on May 1st, 2011 7:34 pm

This is to respond to the comment of MOVE ON WITH OUR LIVES. This surely is not a true considerate family member. They don’t understand the leg work that it takes involving this case!. If NOTHING is done to show we still care about Kathy and Angel, then they could get out sooner than what they are supposed to.

  16. Vicky on May 1st, 2011 7:26 pm

Sent email. I can not believe they did not get the death penalty. Why were they not sentence life no parole. When someone get drugs charges they do not get early release should be the same for murder. My thoughts and prayers to family let’s keep people off the streets that belong off the streets.

  17. Bobby Harris on May 1st, 2011 7:01 pm

The present day justice system does not work for the victems, only for the Criminals, Lawyers and Judges. They turn monsters such as these out every day to commit more crimes against the public. My E-mail was sent…

  19. WORRIED RSIDENT on May 1st, 2011 10:58 am

How did they escape death row. Rape of a 12 year old is a heinous crime, and I thought when someone is murderd in the commision of a heinous crime, the person commiting the crime is eligible for the death penalty, or life without parole.

E-mail sent, but just wondering if anyone knows how they escaped a tougher sentence. It can’t just be the judge, because they have sentencing guidelines to go by according to what people have been convicted of.

  20. Brandy on May 1st, 2011 8:21 am

EMAIL SENT!!!!! I did not know this case, but after reading, i was horrified that these men could even POSSIBLY have a CHANCE for parole.. I have children, and I am obviously a Mother, men of this demeanor have no business at a 2nd chance (although in alot of cases I do believe in 2nd chances) this is certainly not one of them!!!! To the Family, Friends, and community, I hope that by all of us doing this, it makes a difference! I PRAY that you find some peace and comfort that there are so many people standing behind you, and may God comfort you in knowing these 2 beautiful people are with God now! Good Luck and God Bless!!!!!!

  24. Angela Riddle on April 30th, 2011 9:26 pm

    To Whom This May Concern:

My name is Angela J. Riddle. I have been a life long resident of Perdido Alabama. I was 14 when Angel and Mrs. Kathy were killed by those monsters. There isnt a day that goes by that Perdido School doesn’t remember Angel. There is a memorial outside of the library that was built in her honor. As a community that is the least we could do. We cant bring her back. We cant stop the senseless killing from happening. We cant undo what these monsters did to her family circle. We can protest the parole of these monsters. Why should they get set free to enjoy life when they point blank took not one but two innocent lives? The punishment should fit the crime. Their crime was just murder. These monsters ABUSED, ASSAULTED, RAPED THEN KILLED an innocent 12 year old minor along with her mother. They should receive life in prison for each account. Please read this email with a heavy heart. Please do not put more people at risk. Our community and their family have been through enough. Please stop this chain reaction….they proved what they are capable of as youthful offenders…what are they capable of now as adults who have lived most of their adult lives behind bars with other ruthless criminals?

This is a protest for the parole of Shannon Dean Barlow AIS#183626
This is a protest for the parole of Franklin Lee Barlow,Jr. AIS#182999.

    Thank you for your time.

  25. Tiffany on April 30th, 2011 9:20 pm

I sent my email….Angel and I were friends when she died. She was a very sweet girl. It makes me VERY upset that these guys could get out of jail on parole when they should’ve been but on the death sentence a long time ago.

  26. Angela Riddle on April 30th, 2011 9:03 pm

I remember this horrible crime like it was yesterday. Our community may be small but our hearts are big. Our community pulled together to support each other especially Angel’s classmates. There is now a memorial for her at Perdido School. These monsters do not deserve to breath the air we breath much less walk the streets as free men. Please everyone do a good deed and plee that the parole will be denied thru an email. RIP Angel Hall and Mrs. Kathy.

I emailed the following, hope it helped:

In the interest of decency and the protection of the people, I would prefer the following never face freedom and opportunity to commit such vile acts. Convince me they’ll never again be involved in the rape and murder of another twelve year old and I’ll reconsider in a few decades. They buried the part of the bodies of the two near my home, got stuck and borrowed equipment from my wife’s cousin to get loose. They could just as easily have murdered him too but I guess he wasn’t attractive enough for them.

They should not have to relive this horrible crime and have to worry about these men ever resurfacing on the streets. A life sentence should mean just that LIFE. That is the sentence they gave this mother and daughter!

  51. DEBORAH FISHER on April 30th, 2011 8:52 am

I work within the correctional setting, and have seen a lot. The trauma this poor family has gone through everyday since the senseless murders and rape of a 12 year old and her mother, I just don’t get it. These men need to stay behind bars, 18 years for the death of two people? I have family that live all through those parts and know personally, I feel better knowing these two men are locked up and not walking among my family and friends waiting for them to have another urge to get stupid, alcohol and pot don’t make you do something as horrible as this. Think how you would feel if this was your family or someone you personally knew.

    Dear Ms. Bonds,
Regarding the possible upcoming parole hearing for Shannon Dean Barlow AIS#183626&Franklin Lee Barlow,Jr. AIS#182999.
Words cannot express how much I protest paroling either one of these individuals. The horrible crimes they committed have left the victims families permanently in a nightmare they must live every day. My heart still aches for the woman and especially her precious daughter. That 12 year old had to hear her mother get shot and killed, live through being raped and then shot in the face! Though I realize it makes no difference now, I surely dont understand HOW these two were not given a swift death penalty upon being convicted beyond a reasonable dout. PLEASE do NOT release these two inmates. Their victims and their families will NEVER enjoy freedom from this nightmare….NEITHER SHOULD THEY!
Thank you for taking the time to read this.

  57. gee on April 30th, 2011 7:23 am

I remember when this happened, they took the bodies to bluff springs gravel lake and buried them in shallow graves and their truck got stuck they had no remorse when they walk to ask for help to get the truck out–they even stopped at a station before going to lake, they had blood on them and said they hit a deer, these guys need to fry.

  58. so on April 30th, 2011 7:08 am

how on Gods green earth are these “men” eligible for parole????? they should have been swiftly been executed as soon as they were convicted. period. From the details of this horrible crime, how in the world were they not given death?? One more breath is too many for these low lifes. Feel so bad for the victims family. A life long nightmare to have to relive.

  59. done on April 30th, 2011 6:41 am

  60. Please Help! on April 30th, 2011 6:39 am

please everyone help out here. these animals should never be released. take the time and spend 2 minutes sending an e-mail to let the parole board know how you feel. these criminals showed no mercy to their victims so the parole board should do the same.
