Banks Warn About New Texting Scam

March 1, 2010

Area banks and credit unions are warning people not to respond to text messages that lead you to call a toll free number about your accounts.

textscam.jpgThe text messages appear to be from your bank or credit union and provide a toll free number.

“Reports are that return calls to the number have the recipient enter card or account data which is ‘validated’ by having it entered a second time. The senders of the messages are conducting a “text-phishing scam,” attempting to trick recipients into providing sensitive financial information,” according to a statement from Gulf Winds Federal Credit Union. Customers of other financial institutions have also reportedly received the text messages.

NorthEscambia.com has received numerous emails from residents in the North Escambia area reporting that they have received such a message.

Gulf Winds and other banks and credit unions do not ask for personal information in text messages or emails. If you receive such a text or email, you are advised not to respond. If you have already responded to such a message and provided your financial information, you should contact your credit union or bank immediately.

Court Sides With School District: Former Out Of State Teachers Not Owed $350,000

March 1, 2010

The First District Court of Appeals has ruled that Escambia County is not obligated to pay in excess of $350,000 in back pay sought by eight teachers that entered the Escambia County School District with out of state experience.

The current and former teachers asserted that they did not receive proper placement on the school district’s salary schedule because they were not given proper credit for their teaching experience outside of Florida. Under the district’s salary schedule, more years of teaching experience equals a higher salary.

The school board asserted that years of experience outside Florida should be treated equally to service in Florida, and the district claimed that was the spirit of law enacted by the Florida Legislature.  Each of the eight teachers claimed they were owed back pay up to $101,427 under their interpretation of the law.

“This was a huge win for the taxpayers,” Jeff Bergosh, school board member, said of last week’s court opinion. “The Legislature never intended to give something to out of state teachers that was not given to Florida teachers.”

“The district was fair and consistent in step placement for both in-state and out of state teachers who were new to the district, and it’s nice to do the right thing for all teachers and to come out on top and not be penalized by the courts,” Bergosh wrote on his blog.

Contractors Bidding On Escambia Projects Must Follow New Rules

March 1, 2010

Contractors entering sealed bids on Escambia County projects must now play by a new set of rules to do business with the county.

The new policy was designed to eliminated the controversy that followed a  rebid on a drainage project in the Maplewood neighborhood.

Now, commissioners can sanction or even disqualify bidders that attempt to influence the board or any county employee in the time between the receipt of a sealed bid and the contract award date. The Purchasing Department already had a similar  internal policy, but now it is an official county-wide policy.

Contractors that violate the policy could see a contracted terminated or even suspension from future bids on county projects.

The lobbying policy does not impact a contractor’s other lobbying efforts during zoning procedures, proposal requests or letters of interest on a project.

The policy was created after commissioners rebid the Maplewood project and a State Attorney review into the actions of Commissioner Gene Valentino’s meeting with a contractor.

When bids were opened on November 18 for a Maplewoods drainage project, Gulf Equipment Company of Mobile was low bidder at  $1,768,621. Road, Inc. of Cantonment’s bid was $22,982.26 more. The county’s purchasing department recommended to the Escambia County Commission that they approve the Gulf Equipment bid.

Six days later, on November 24, Valentino admitted that he met for about 45 minutes in his office with Roads, Inc. officials, including the company’s president Cody Rawson.

Roads, Inc. officials then contacted commissioners Kevin White, Grover Robinson and Wilson Robertson, telling them that they could correct a mistake on their bid and save the county $100,000.

Valentino made a motion on January 7 to rebid the project because of errors made by county staff. County Administrator Bob McLaughlin and staff members object. The motion passed 4-1, with Commissioner Marie Young against.

A week later, January 14, White made a motion at a Committee of the Whole meeting to reverse the rebid. White, Robinson and Robertson apologized, while Valentino pointed blame at county staff and the bid process. The vote to reverse the rebid and award the contract to Gulf Equipment came on January 21.

Highway 97 Closures

Lanes will be temporarily closed during the guardrail replacement, but one lane is expected to be open at all times.

It’s all part of a project to resurface Highway 97 between Molino and the Alabama state line. The project is expected to last until the fall of 2010.

Highway 31 is now reopened between Atmore and Perdido.
