Judge Orders Mental Evaluation For Suspect That Fled, Threatened To Kill Deputy

An Escambia judge has ordered a mental evaluation for a Century man that led police on a vehicle chase and then threatened to kill a deputy after he was caught.
One psychological evaluation of Christopher Angelo Phifer, 38, of Field Road Century, was presented to Escambia County Circuit Court Judge Joel Boles. An additional expert was appointed by Boles for another competency evaluation. due back to the judge by April.
Phifer was charged with with DUI, fleeing/eluding a law enforcement officer, registration/tag expired more than six months, driving while license suspended/revoked, threatening a public servant, two counts of resisting arrest, possession of weapon by a convicted felon and violation of probation. He is free on $17,750 bond.
According to the Escambia County Sheriff’s Department report, Deputy James Gilman spotted a Jeep Cherokee occupied by Phifer at McMurray Park in Century at 12:20 am September 6. When Gilman ordered Phifer to exit the vehicle, Phifer took off in the Jeep, according to the report.
Deputy Gilman gave chase, using his lights and siren as he pursued Phifer down Pond Street, onto Jefferson Street and onto Salters Lake Road. On Salters Lake Road, Phifer hit a washed out area in the road, according to the report, causing his vehicle to roll over. Phifer fled into a wooded area on foot, with Gilman giving chase, also on foot. Gilman tackled Phifer, the report says, and arrested Phifer with the help of deputies Jason Land and Scott Rivkin.
About 10 minutes after Phifer was placed in the back of Gilman’s patrol car, he told deputies he had pain in his arm. Atmore Ambulance was called to the scene, and Phifer was transported to Baptist Hospital where he was treated and released.
A search of Phifer’s Jeep turned up a .22 long rifle cartridge on the driver’s side floorboard.
At the hospital, Phifer told the deputy “Gilman I’m going to kill your a** and you know I have guns,” according to the ECSO report on the incident, and that he intended to kill or put a hit out on Gilman.

the fact that he ran shows he knew he had done something wrong…maybe it was just having a gun (which, if he did have one and threw it away while running could be a danger to a kid if they find it)…even having the cartridges in the vehicle would be illegal for a felon….the point is, by running, he showed he had enough mental capacity to know when he was doing something wrong…
None of……most everyone has broken the law in some form or another, just speeding is breaking the law, a ticket and down the road you go. Now I do think that the law was intended to help..but trust me, if backwoods law was legal, crime would go way down…

Where I am they try to train you not to even call the police.
I have been told that it is backwoods justice here and everyone
takes care of the problems here, and they don’t want police up
here. I guess thats why I called them Saturday night, and Monday
on the way to town I was harrassessed by some cowardly bullies
before I even left my subdivision.
I keep passing the police on the way to town, their all over the place,
but of course everything looks fine when their around, or else thats
not what their interested in, which would be my guess.
I have been told that they don’t want police because everybody has
some small thing they do that is illegal. They said, “like you know,
their dog doesn’t have tags or something”.
She was a nice person who tried to help me understand how they
think up here.

My husband says it’s like when they used to have illegal whiskey
in the hills of tennessee.
All I know is their very protective of something on my BLOCK!
And nobody that should CARES!
The officer that I called was new up here.
Seemed ok, only time will tell.
He was kind of curt, but did help us on one point.
He also said when he started to write something up,
“Ok I guess you have blonde hair, and what color are your eyes.
Then he asked if I had a current drivers license.”
Sure hope he investigates what he found up here
the way he is going to investigate me. lol

You tell’em None of….Time to get tough on crime, and quit spanking them and letting the loose to do no telling what…If the law markers are going to make laws…then enforce them to the full extent of the law.
I have always said, if we have to house them, make them pay every single
penny back to society, inluding the ppl that they rob, loot, or anything else
including property damage and/or injury (i.e. hospital bills and even
compensation for pain and suffering).
Bring back chain gangs, make them do road work in the blistering heat.
Make them paint grafetti, make them work till they pay it all back.
Work release for those non violent at some point instead of probation
and a freeby.
Their victims don’t have freebies, why should they.
Take away the cable tv and the don’t give them time to start riots
and all the crap they do in prison.
Work them till they drop in bed at night and sleep till breakfast
and back out earning money for the city and the victims.
No mercy…..

We need to protect our good officers and their families, we can not do
enough for real hero’s.
If you know how to drive and stop and the lights, you know how to find your way to a drug deal, if you know how to keep your light bill paid so you have heating or cooling, if you know how to answer a cell phone, all signs you are not “Incompetent” or insane or crazy, we are for letting you run loose.
